Vice Minister of Foreign Affairs Hà Kim Ngọc was born in 1963 in Ha Noi and married with two children. He has been working in the Foreign Service since 1988, held various positions and built up profound experience in bilateral diplomacy, especially in the relations between Viet Nam and partners in the American region.
Education
He graduated in 1985 from the University of Diplomacy (now the Diplomatic Academy of Viet Nam).
He obtained a Master of Arts in International Relations, the Diplomatic Academy of Viet Nam.
He is fluent in English.
Career
In April 2022, he was appointed as Vice Minister of Foreign Affairs of Viet Nam.
In the period of 2018-2021, he served as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to the United States of America.
In May 2013, he was appointed as Vice Minister of Foreign Affairs of Viet Nam.
From 2008 to 2013, he served as Assistant Minister of Foreign Affairs, Director General of the Americas Department, Ministry of Foreign Affairs of Viet Nam, and Executive Assistant to the Deputy Prime Minister and Minister of Foreign Affairs.
Vice Minister of Foreign Affairs Hà Kim Ngọc started his diplomatic career in 1988 when he worked as Desk Officer at the North America Division, the Americas Department, Ministry of Foreign Affairs of Viet Nam.
In the period of 1997-2000, he was sent to the Consulate General of Viet Nam in San Francisco, California, the United States of America as Deputy Consul General. From 2001 to March 2004, he assumed the positions of Head of the North America Division, the Americas Department, Ministry of Foreign Affairs, then Assistant Director General, Office of the Ministry of Foreign Affairs, Secretary of Vice Minister, and then Deputy Director General of the Office of the Ministry of Foreign Affairs.
In the period of 2004-2007, he served as Counselor at the Embassy of Viet Nam in Japan. Back in Viet Nam, he was appointed as Deputy Director General, the Americas Department, Ministry of Foreign Affairs in September 2007. From August 2008 to August 2011, he held the position of Director General, Executive Assistant to the Deputy Prime Minister and Minister of Foreign Affairs, and then Assistant Minister of Foreign Affairs of Viet Nam.
Awards and honours
In his diplomatic career, Vice Minister of Foreign Affairs Hà Kim Ngọc has been conferred with many awards, namely the National Outstanding Officer in 2013; Prime Minister’s Certificates of Merit in 2011 and 2014; Minister of Foreign Affairs’ Certificates of Merit in 2007 and 2012; the Certificate of Merit by the Minister of Labor, Invalids and Social Affairs in 2012; Grassroots Outstanding Officer in 2009, 2010, 2011, 2012 and 2013; the Title of “Exemplary People” in 2009 by Hanoi People’s Committee; the Title of “Glorious Viet Nam” by Viet Nam General Confederation of Labor and the Central Council of Emulation and Awards; and the Medal granted by the Central Executive Committee of Viet Nam Women’s Union in 2012
